A Problem Worth Solving

HACE CDC, a community development corporation serving the neighborhoods of North Philadelphia, set out to tackle a persistent and costly problem.

Illegal dumping is more than an eyesore. It depresses property values, creates health hazards, attracts further dumping, and saddles communities with cleanup costs that stretch already-thin resources.

EffectiV partnered with HACE to bring this concept to life through a custom web platform that turns awareness signage into a working voucher system. 

Custom Voucher Inventory Platform

The heart of the solution is a custom-built voucher management application, developed within WordPress to give HACE staff complete control over the program.

HACE pre-purchases vouchers from its recycling partner and simply uploads the digital voucher files into the platform. From there, the system does the work. When a user scans a sign and completes a brief form, the platform automatically assigns an available voucher and emails it to the user on the spot — delivering the immediate, free alternative the program promises.

EffectiV worked closely with HACE and its recycling partner to shape the concept into a simple and clear technical roadmap. Behind the scenes, the application maintains a live inventory of every voucher: which are available, which have been distributed, to whom, from which location, and when.

Built for Measurable Impact

Demonstrating results is essential, especially for a grant-funded initiative. The platform is designed from the outset to give HACE the data it needs to demonstrate that the program works.

Each location’s performance is tracked individually, pairing scan activity from Google Analytics with voucher distribution data captured in the platform. HACE can see which hotspots generate the most requests, how scans convert into vouchers, and how the program grows over time. As the initiative scales, that insight will help HACE allocate resources where they matter most and make the case for continued investment in cleaner, healthier neighborhoods.

The result is a platform that does double duty: an immediate, on-the-ground deterrent to illegal dumping, and a quiet engine of data that helps a community organization prove and expand its impact.

Simplified Location Intelligence

One of HACE’s key goals was understanding where dumping pressure was highest — which locations generated the most activity, so the organization could direct resources and demonstrate impact to its funders.

The obvious solution is to require users to grant location permission. But that seemed like a potentially onerous intrusion that might scare the community from participation.

EffectiV proposed a simpler, reliable solution that doesn’t require onerous ‘big- brother’ data collection. Each sign location is assigned its own unique QR code linked to its own dedicated landing page. Because the code itself identifies the location, every single scan is captured — no permissions, no friction, no privacy concerns. The result is cleaner, more complete data and a smoother experience for the user.
